Can the police gamble and lend money? Heated debate in Modack trial over police rules

Are police officers allowed to gamble, lend each other money, lend the public money, or accept a reward for finding a missing car?  

According to former Cape Town cluster commander for the police, Major-General Abraham Gregory Goss, it’s a big “no”.  

“There is a policy regarding rewards. If you receive a reward, you must declare it,” said Goss.
