In a recent letter received by Prime Minister Narendra Modi, Shiv Gopal Mishra, Secretary, National Council (Staff Side) of Joint Consultative Machinery (JCM), has put forward 14 demands covering the pending cases related to central government employees. One of these demands is that the pension restoration period should be reduced from 15 years to 12 years.

The National Council JCM is the highest advisory forum of central government employees, headed by the Cabinet Secretary. The letter states that as the Secretary of the Staff Side of the National Council (JCM), it is my duty to draw your attention to some major issues that are in the minds of central government employees and pensioners. Earlier this year in April, the All India Defense Employees Federation also wrote a letter to the government demanding immediate action on this matter.

At the time of retirement, central government employees have the option to convert a part of their pension, not exceeding 40%, into a lump sum payment. The lump sum amount is calculated as per the calculation. The monthly pension of the pensioner is reduced by the balance part and this balance amount is restored after 15 years. If the retiree chooses the pension commutation option within one year of retirement, he does not have to undergo any medical examination. But if this facility is availed after one year, he will have to undergo a medical test.
