Hong Kong police have arrested two men after reclassifying an industrial accident involving collapsed scaffolding that killed two workers and injured three others last year as manslaughter. Foreman Lai Cheuk-yuen, 48, and worker Fong Man-hung, 58, were taken into custody on Thursday and jointly charged with two counts of manslaughter over the incident in Kai Tak.
